Project Description:
AHHFC's LEAP Program will expand its effort to assist public school districts, Digital Divide programs and underprivileged community centers through out Florida. The program partners corporations, charities and education entities together to create a low cost-high quality technology offering that most education facilities want and need. The LEAP program is designed to be a benevolent technology hardware clearinghouse to assist schools and charities in the effort to refresh older equipment (8 to 12 years of age) and to provide computers where they are not available due to economic limitations. LEAP delivers "Tier 1" name brand technology at pricing far below other acquisition alternatives along with donated equipment to first time users. Current computer equipment being delivered are Dell 933 MHz complete systems for $250 and Compaq 750 MHz tools for $185. The results achieved are procurement empowerment and/or expense avoidance by enabling 3 to 4 times the number of units to be received or to obtain a greater number of total useful service years via the same budget appropriation. Our organization will provide the facilitation and know-how to grow this joint public-private program between a 501 (c)(3) charity & the state agency assigned as fiscal agent (the STO, the DOE and/or The University Of Florida). 25% of the requested state funds sha;ll go to the state fiscal agent to cover oversight expenses. Measurable Outcome Anticipated:
The request for $200,000 annually (recurring for 6 additional years) is to grow the LEAP program to deliver back to the state's schools & DD areas over $50,000,000 in net benefit or value during the next 15 years. LEAP will use funds over the next 7 years to expand the effort to provide 30,000 computers annually by 2011-2012. A total of 325,500 units will be delivered. The state's support for LEAP shall represent roughly 10% of the program's total operational expense over the 15-year period. The LEAP program will also be 100% self-supportive by the end of F/Y 2010-2011. In F/Y 1998-1999 an appropriation to Angels Helping Hands Foundation for $100,000 enabled the joint public-private LEAP program to begin its support to public school districts and digitally divided underserved communities. Because of that prior support, communities throughout Florida have received over $1,400,000 in value (cost avoidance, efficiency and empowerment) as a result.
