Statewide Interest:
This project supports the Governor's goal of protecting one the state's most vulnerable populations by providing treatment and care to those suffering from mental disorders and/or co-occurring disorders, and his commitment to quality care in the most appropriate, less restrictive environment. This project also supports the overall goals and vision of the Department of Children and Families, Substance Abuse and Mental Health Office to expand the G. Pierce Wood area redesign by increasing community based services to people living with serious mental illnesses and/or co-occurring disorders and to reduce the number of inpatient state hospital beds. This project will ensure those with serious mental illnesses and/or co-occurring disorders and who are indigent have adequate access to medications, housing and case management services to support more independent functioning in the community. It is imperative that the community safety net of services is adequate to meet these needs to avoid needless incarceration and/or homelessness. This project builds a stronger safety net for our community.

Project Description:
Under this project Lakeside Alternatives will expand services in 3 key areas that are crucial to helping persons with serious mental illness and/or co-occurring disorders live in the community with minimal disruptions. These areas are residential treatment housing, case management, medication clinic and access to medications. Residential Treatment Housing - add 2,920 bed days to serve approximately 50 indigent clients with an average 3-month length of stay.; Case Management Services- create one new intensive case management team to serve approximately 60 indigent clients; Medication Clinic and access to medications - add 1,380 more medication clinic hours and $50,000 for medications for indigents.

Measurable Outcome Anticipated:
It will produce measurable outcomes consistent with the Department of Children & Families for mental health and substance abuse services and demonstrate effectiveness in lowering state hospital utilization and an increase in the number of days in the community. It will track reductions in inappropriate and expensive incarceration and show a lower utilization of more expensive deep-end medical services. This project will also track for a reduction in recidivism to the crisis unit by 25%, decrease the wait time for medication clinic from 6-8 weeks to 2-4 weeks, and decrease the wait time for supportive and safe housing necessary for recovery and rehabilitation to less than a month. This project will also work closely with Orange County Corrections to track a reduction in recidivism to the jail.
