SECTION 437
Full school utilization planning and implementation.

235.437  Full school utilization planning and implementation.--

(1)  A full school utilization plan developed by a school district upon receipt of a full school utilization planning grant shall include:

(a)  Program goals and outcome objectives.

(b)  All programs and services to be provided.

(c)  All exploratory activities related to full school utilization such as literature reviews, visitations, workshops, community meetings, staff and faculty orientations, community surveys, or other activities as determined by State Board of Education rules.

(d)  Mutual use agreements which shall be developed by school officials and parks and recreation department officials to address maintenance, equipment, utilities, liability, and damages to school property if use of schools by such departments is intended.

(e)  Inservice training curriculum.

(f)  Staff and administrative planning components.

(g)  Revised school schedule.

(h)  Planned public information activities.

(i)  Equipment needs.

(j)  Qualifications of program personnel.

(k)  Salary requirements.

(l)  Student and teacher admission criteria.

(m)  Student and teacher assignments.

(n)  Operating procedures.

(o)  Program budget, including identification of all federal, state, local, or other funds which will be used to support the program.

(p)  The cost to the district and to the state of implementing a full school utilization program.

(q)  Expected results of a full school utilization program, including a list of the advantages and disadvantages to students, teachers, the community, and the district school system.

(r)  Evaluation procedures and outcome measures.

(s)  The composition of a district committee assigned to study the feasibility of developing a full school utilization program. The committee shall include, but not be limited to, representatives of the school board, the local parks and recreation department, private business and community interests, and either the local school district bargaining agent or a local school teacher if the district does not participate in collective bargaining.

(t)  A statement from the local school board chair specifying that the school board will review and act upon the plan within 3 months of the date said plan is presented to it.

(2)  A full school utilization implementation grant shall be awarded to a school district to implement the plan specified in subsection (1).
