236.69  State plan.--Effective July 1, 1994, the Department of Education shall develop a state plan for use of funds received by school districts under Title I of the Elementary and Secondary Education Act of 1965, as amended and readopted (Chapter I). The state plan must require each school district plan to explain how the Chapter I schools in the district will use the funds to support the state education goals. The state plan should require each district to specify how the Chapter I program supports the first state education goal, readiness to start school.
