154.312  Procedure for settlement of disputes.--All disputes among counties, the board, the department, a participating hospital, or a regional referral hospital shall be resolved by order as provided in chapter 120. Hearings held under this provision shall be conducted in the same manner as provided in ss. 120.569 and 120.57, except that the presiding officer's order shall be final agency action. Cases filed under chapter 120 may combine all disputes between parties. Notwithstanding any other provisions of this part, when a county alleges that a residency determination or eligibility determination made by the department is incorrect, the burden of proof shall be on the county to demonstrate that such determination is, in light of the total record, not supported by the evidence.
