446.25  Implementation.--

(1)  The program shall begin in eight selected service delivery areas as demonstration sites to be coordinated through the Florida Employment and Training Association.

(2)  Primary responsibility for the development and coordination of the program shall rest with the Department of Labor and Employment Security, which shall promulgate rules to establish program guidelines. The service delivery areas shall coordinate services such as basic skills training, medical and social services, and transportation for the disadvantaged with the Department of Education, State Board of Community Colleges, 1Department of Health and Rehabilitative Services, Commission for the Transportation Disadvantaged of the Department of Transportation, and other agencies as needed.

(3)  The 2State Job Training Coordinating Council shall review proposed operational policies and rules associated with the program and shall act as advisory council to this program for the purpose of:

(a)  Establishing general performance standards in conjunction with the department guidelines.

(b)  Making recommendations to the department with regard to the establishment of program criteria.

(c)  Assisting in the development of linkages with potential public and private sector participants in the program.

(d)  Advising the department of changes to the federal Job Training Partnership Act which may impact this program.

(e)  Providing for followup studies and evaluating the program in conjunction with the Department of Labor and Employment Security.
