Excess Utility Payments Refund; requires Comptroller to provide refund to certain utility customers who paid more under uniform rate structure than those customers would have paid under modified stand-alone rate structure; requires Public Service Commission to notify utility customers who are eligible for refund; provides requirements for applying for refund; requires Comptroller to verify eligibility for refund, etc. APPROPRIATION.
