Telecommunications Services; provides duties & responsibilities of PSC to assist Legislature in establishing permanent universal service mechanism; requires commission to select cost proxy model; directs commission to make recommendations re fair & reasonable basic local telecommunications service rates; requires local exchange companies to provide certain information to commission; requires reductions in certain rates, etc. Amends Ch. 364, 166.231, 203.01. APPROPRIATION: $1,200,000.
