Health Care; requires certain information re HIV testing & counseling to be included in HIV educational courses; requires background screening for applicants for licensure of certain laboratories, clinics, facilities, & professions; amends provisions re regulation of birth centers & community alcohol, drug abuse, & mental health services; provides for applicability of background screening requirements, etc. Amends FS. APPROPRIATION: $166,430.
