Local Government Code Enforcement; requires owners of property subject to enforcement proceeding to disclose certain information prior to transfer of such property & to provide disclosure & notice to prospective transferors under certain circumstances; authorizes certain counties or municipalities to adopt ordinances granting code enforcement boards or special masters authority to impose certain fines in excess of those authorized by law, etc. Amends Chs. 125, 162, 166.043.
