Municipalities & Special Districts; creates Local Government Financial Technical Assistance Program; provides legislative findings & declaration; requires Comptroller to enter into certain contracts; provides for review of contract proposals; provides for fiscal oversight by Comptroller; provides for annual performance review & for report; allows local govt. self-insurance reserves to be used to guarantee local govt. obligations under certain circumstances. Amends FS.
