Commerce; provides criteria for evaluating proposals for new regulation of profession or occupation based on effect of such regulation on job creation or retention; requires fingerprint cards with applications for registration, certification, or licensure in certain professions; provides duties of Tourism, Trade, & Economic Dev. Office re amateur athletics & entertainment industry; creates Office of Film Commissioner, etc. Amends FS. APPROPRIATION: $2,224,750.
