Telecommunications Services; directs PSC to inform consumers about specific matters in telecommunications services market; provides for telephonic customer account information; specifies duties of DOE re distance learning; creates Fla. Distance Learning Network Advisory Council in DOE; extends price caps on certain telecommunications services; establishes task force in DMS & provides responsibilities, etc. Amends Ch. 364, 337.401. APPROPRIATION: $1,375,100.
