School Students/Transportation; provides responsibility of parent or guardian re student's safe passage to & from school bus stop; revises standards for determining when walking conditions are hazardous & transportation must be provided; provides responsibility of parent or guardian re student's safety when transportation is not provided by school district; provides for audits. Amends 234.01,.021.
