Construction; specifies appropriate venue for actions against resident contractors, subcontractors, sub-subcontractors, & materialmen; clarifies certain notice requirements re perfecting lien for labor, services, or materials furnished under contract; provides that time period required for recording claim of lien is not determined by issuance of certificate of occupancy or certificate of substantial completion, etc. Creates 47.025; amends Chs. 255, 468, 713.
