Title Insurance; makes legislative findings; revises & clarifies application of provisions re title insurance agents, policies, premiums, rates, contracts, charges, & practices; revises definitions; provides limitation on payment of portions of premiums for primary title services; authorizes DOI to adopt rules. Amends Ch. 627, 624.509, 626.841,.8411,.9541.
