Department of State; provides for organization & operation of direct-support organization for Military Affairs Dept. & Fla. National Guard; provides additional powers of Historic Pensacola Preservation Board of Trustees; strikes reference to performance by Secretary of State of constitutional duties; provides for structure of Dept. of State & provides for appointment, office term, & duties of head of dept., etc. Amends FS. APPROPRIATION: $2,716,969.
