Vehicles & Vessels Operation; authorizes exchange of certain information between DOR & HSMV; revises penalties for subsequent convictions of DUI; provides that person under age of 14 may not operate golf cart on public roads; provides exception to length limitations for certain boat trailers; authorizes HSMV to affix decal on rebuilt vehicles; provides for proof of identity for issuance of driver's licenses, etc. Amends FS.
