Agriculturally Depressed Areas/Loans; redefines term "agriculturally depressed area"; creates Agricultural Emergency Loan Program Review Committee to make recommendations to Commissioner of Agriculture for granting loans to agricultural producers who have experienced crop losses from natural disaster; provides criteria for eligible crops, loan applications, loan repayment, & use of loan funds. Amends 570.242; creates 570.249.
