Rulemaking Authority of FDLE; specifies responsibilities of FDLE Alcohol Testing Program re breath test instruments, persons who operate, inspect, & instruct on such instruments, & blood analysts who conduct blood testing, in connection with testing pursuant to driving or boating under influence provisions of specified laws & provides for rules with respect thereto; authorizes rules re employee misconduct & discipline, etc. Amends Ch. 943, 316.1932, 322.63, 327.352.
