Health Dept. (RAB); authorizes rules governing operation of primary care programs to include certain provisions; authorizes rules establishing fee schedules for public health services rendered through county health departments to include certain provisions; authorizes rules implementing provisions re school health services program to include certain provisions; exempts certain public water systems from obtaining annual operating permit, etc. Amends FS.
