County Public Hospital Surtax; revises provisions that require counties authorized to levy surtax to annually appropriate specified minimum amount for operation, administration, & maintenance of county public general hospital; provides procedure for disbursement of funds; requires governing board, agency, or authority in such counties to adopt & implement health care plan for indigent health care services, etc. Amends 212.055.
