State Employees & Health Insurance; requires DMS & Board of Regents to adopt tax-sheltered plans for state employees who are eligible for payment for accumulated leave upon termination of employment; authorizes dept. & Board of Regents to determine design of plans & eligible participants; prohibits limitations by state on competition for insurance product or plan on basis of compensation arrangement used by insurer or organization, etc. Amends 110.123, 287.022.
