Telecommunications Companies; amends provision re network access services; provides legislative findings re establishment of network access service rates; provides that PSC has continuing regulatory oversight of intrastate switched-access & long-distance rates for specified purposes; requires certain interexchange telecommunications companies to decrease their intrastate long-distance rates for benefit of their customers, etc. Amends 364.163.
Effective Date: Upon becoming law
