Consumer Services; authorizes DBPR to seek restitution in civil action for injured consumer; prohibits employment agencies & assistance referral services from charging advance fees & not providing promised services; prohibits unconscionable pricing during ordered evacuation as well as declared state of emergency; prohibits credit service organizations from accepting money in advance of performing services, etc. Amends FS.
