Rural & Family Lands Protection Act; creates said act; provides for purchase of rural-lands-protection easements by Agriculture & Consumer Services Dept.; provides for resource conservation agreements & agricultural protection agreements; prescribes allowable land uses; provides for application process; provides for sale of easement; requires dept. to adopt rules; authorizes use of specified funds, etc. Creates 570.70,.71.
