Military & Overseas Voter Protection; creates "Military & Overseas Voter Protection Act"; provides for registration of certain recently discharged or separated military personnel, or individuals separated from employment outside territorial U.S., & family members; provides for absentee ballot requests & voting via electronic transmission by overseas voters under certain circumstances; extends deadline for submission of county returns, etc. Amends FS.
