Property Insurance; renames Residential Property & Casualty Joint Underwriting Association as Citizens Property Insurance Corporation to provide residential & commercial property insurance; requires insurers writing property insurance to be assessed by corporation; creates medical malpractice account within Florida Insurance Guaranty Association, etc. Amends 627.351, 631.55.
