Jacksonville/Air & Water Pollution; extends operation of special acts, re Council of City of Jacksonville & City of Jacksonville Environmental Protection Board, notwithstanding board's scheduled expiration on October 1, 2001; provides for use of procedures under Administrative Procedure Act, including hiring of administrative law judges, for proceedings involving air or water pollution in which board seeks to impose penalty.
