Citizens' Government Efficiency Act; cites act as Citizens' Government Efficiency Act of 2001"; requires State Board of Administration, boards operating under authority of state, & state agencies to refinance outstanding bonds under certain circumstances; authorizes state agency heads for remainder of current fiscal year to renegotiate contracts to reduce contract provisions by up to 5 percent under certain circumstances, subject to notice, review, & approval, etc. Amends FS.
