High-Speed Rail Authority Act; creates said act; provides legislative findings, policy, purpose, & intent re development, design, financing, construction, & operation of high-speed rail system in state; amends provision re creation of Fla. High-Speed Rail Authority; removes obsolete provisions; requires authority to establish specified requirements; requires authority to develop specified plan, etc. Amends Chs. 288, 334, 337, 341.

Effective Date: Upon becoming law except as otherwise provided
