Transportation Department; revises language re organization of dept.; changes turnpike district into turnpike enterprise; deletes requirement for dept. permit re height of automobile transporters; creates "Fla. High-Speed Rail Authority Act"; adds airport master plans that have specified components to comprehensive plans; provides for creation of Fla. Firefighters & Police Benevolent Association license plates, etc. Amends FS.
