Fla. Black Business Investment Board; revises legislative findings re creation & growth of black business enterprises; redefines term "black business enterprise"; provides that board shall be not-for-profit corporation & not entity of state government; eliminates provisions re authority of corporation to acquire & sell property; provides intent re operation of corp. & return on investment; establishes program to lease state employees to said board, etc. Amends Ch. 288.
