Insurance; increases minimum financial responsibility requirements for certain vehicles; increases maximum self-insurance amounts for certain vehicle owners; clarifies exception; provides additional exception to requirement that minimum of 2 months' premium be collected to issue policy or binder for motor vehicle insurance. Amends 324.031,.032, 627.7295.
