Agency for Health Care Admin.; revises standards for eligibility for certain optional medical assistance; provides for eligibility for Medicaid services under buy-in program; amends provision re optional Medicaid services to remove certain limitations on provision of home-based & community-based services; conforms cross-reference; eliminates certain limitations on enrollment levels re assistance for pharmaceutical expenses, etc. Amends 409.904,.906,.815,.9065.
