Regional Transportation Authority; transfers rights, assets, privileges, & obligations of Tri-County Commuter Rail Authority to that authority; provides powers, duties, & objectives; provides for issuance of revenue bonds; limits obligation of state; provides pledge not to restrict certain rights of authority; provides for user fee for registration of certain vehicles, etc. Amends 343.51-.58, 112.3148, 768.28.
