Advocacy Councils; provides said councils access to certain records; deletes requirement that patient or patient representative be given opportunity to object to provision of such records; provides that representatives of advocacy councils, rather than of long-term care ombudsman councils, shall participate in quality-of-care assessment visits at nursing homes; revises legislative intent & definitions re Fla. Statewide Advocacy Council, etc. Amends FS.
