DOT SunPass Program; provides for purchase of SunPass transponder & enrollment in SunPass program at time of registration or renewal thereof; provides conditions of sale; requires that application form for motor vehicle registration & renewal of registration must include language permitting purchase; requires that such purchase be available in every county with toll road; provides for specified fee to be paid by state to motor vehicle reg. agency for sale. Amends FS.
