Substance Abuse Treatment; provides additional legislative findings & purposes re substance abuse treatment; authorizes court to require certain persons to undergo treatment following adjudication; authorizes court to order specified persons to submit to substance abuse assessment upon showing of good cause in connection with shelter hearing or petition for dependency; authorizes court to require participation in treatment-based drug court program, etc. Amends FS.
