Lottery/Unclaimed Prize Money; requires that specified unclaimed prize money be transferred to Educational Enhancement Trust Fund; provides appropriation from trust fund to community colleges as matching funds for certain private donations; provides appropriation from trust fund to state universities as matching funds for certain private donations; provides for allocation of such funds. APPROPRIATION: $30,147,947.
