Engineering; exempts certain persons in defense, space, & aerospace industries from licensure under Engineering law; defines terms "space or aerospace company" & "defense company"; clarifies that certain persons who are exempt from licensure may practice engineering; clarifies which professional titles such exempt persons may use. Amends 471.003,.005,.031.
