Apprenticeship Training; conforms provisions to deletion of Workforce Development Division of DOE; reassigns division's duties governing apprenticeship training & programs to dept.; revises provisions governing State Apprenticeship Advisory Council; conforms provisions to deletion of Jobs & Benefits Division of former LES Dept.; limits application of act, etc. Amends Ch. 446.
