Securities Transactions; authorizes Attorney General to enforce certain provisions, initiate certain actions, & bring civil actions to recover civil penalties, costs, & attorney's fees; increases administrative penalties for certain violations; increases criminal penalty for violations of specified sections of Securities Transactions chapter. Amends 517.191,.221,.302.
