Adult Protective Services; redefines term "abuse" to include actions by relative or household member which are likely to harm vulnerable adult; redefines term "neglect" to include actions of vulnerable adult against himself or herself; authorizes Agency for Persons with Disabilities to have access to certain otherwise confidential records & reports, etc. Amends 415.102,.1051,.107.
