Tax Benefit/Catastrophic Emergencies; includes as infrastructure any fixed capital expenditure or fixed capital outlay associated with improvement of certain private facilities made available as public shelters or staging areas for emergency response equipment during emergencies declared by state or local government; limits improvements to those necessary to meet current standards for public emergency evacuation shelters, etc. Amends 212.055.
