Highways & Adjacent Canal/Guardrails; requires certain limited access facilities that are adjacent to canal or other water body to have system of guardrails, retention cables, or other barriers between highway & canal or water body; provides for DOT to establish certain standards governing installation & maintenance of barriers; requires that barriers be installed for existing highways by specified date; provides for future review & repeal.
