Rights of Children & Youth [SPCC]; provides applicability of specified provision, to accessing records re child abuse & neglect; provides for access to child's case-file records by specified persons; provides for sanctions & penalties for refusal to provide such access; establishes rights for children in shelter & foster care; prohibits certain causes of action; provides for continuation of certain rights & remedies established in state or federal law, etc. Amends Ch. 39.
