Discretionary Surtax on Documents [RPCC]; decreases rate of tax; deletes requirement that Housing Assistance Loan Trust Fund be established; provides for remittance of surtax revenues with DOR for deposit into trust fund administered by Fla. Housing Finance Corporation; requires county to develop local housing assistance plan for certain purposes; requires adoption of plan by ordinance; requires submittal of plan to corporation for approval, etc. Amends 125.0167, 201.031.
