City of Lakeland/Polk County [OPCC]; amends Charter of City of Lakeland; provides for appointment of members & provides for appointment of their successors; provides that director of civil service shall be city employee & supervised by city manager; provides for future appointments & terms of pension board trustees & appointee qualifications; provides for retirement services director, who shall be city employee; provides for staff & duties.
