Forensic Client Services [SPCC]; requires chief judge of each judicial circuit to appoint at least one mental health coordinator; amends provisions re rights of forensic clients, involuntary commitment of defendant that has mental illness, involuntary commitment of defendant determined to be incompetent & involuntary outpatient community treatment services; requires community mental health service provider to conduct comprehensive assessment, etc. Amends FS.
